Do you need a permit to replace your roof in Carrollton, MI?

Yes, Carrollton Township requires a structural Re-Roof Permit for all residential and commercial roof replacements in Carrollton, Michigan. The Township Building Department administers permits under the Michigan Residential Code, enforcing specific construction, wind resistance, and local floodplain development safety regulations.

  • Permitting Office: Carrollton Township Building Department, located at 1645 Mapleridge Road, Saginaw, MI.
  • Zoning Administration: Robert Gollin serves as the Zoning Administrator, reviewing setback and building code compliance.
  • Floodplain Mandate: If a home is located within the Saginaw River 100-year floodplain, homeowners must complete and submit a Substantial Improvement Calculation Form with their roofing permit.
  • Online Application: Carrollton Township accepts digital contractor and resident permit submissions online via BS&A Online.
  • Our Service: Energy Plus Home Improvements handles all municipal applications, floodplain documentation, zoning approvals, and schedules final inspections.

Residential Roofing Services Engineered for Carrollton Homes

Your roof functions as a complete weather protection system. We evaluate every structural component to guarantee your home remains dry and energy efficient.

Code-Compliant Roof Replacement & Installation

Are double-layer shingle roofs permitted under Carrollton Township building codes? While the Michigan Residential Code allows up to two layers of shingles under specific structural load limits, standard building practice strongly recommends a complete tear-off. Shingle layovers add massive dead weight to roof trusses, trap heat to shorten shingle lifespan, and prevent a thorough inspection of the underlying roof deck for wood rot.

We perform full structural tear-offs on every residential roof replacement. Removing old materials down to the bare wood allows us to inspect the decking closely. If we find soft or rotting OSB plywood, we replace it with fresh panels. This ensures your new shingles attach to a solid and reliable foundation.

Targeted Roof Repair & Leak Detection

Not every ceiling spot requires a brand new roof. We utilize a systematic diagnostic approach to pinpoint the exact source of water intrusion. We check plumbing boots, chimney saddles, step flashing, and roof valleys. Once we identify the failure point, we provide a targeted roof repair to stop the leak and mitigate the risk of costly water damage inside your home.

Emergency Storm, Wind, and Hail Damage Restoration

The flat topography of the Saginaw Valley exposes local homes to direct wind gusts coming across open land. Signs of storm damage include broken shingles, heavy granule loss in your gutters, and sudden leaks. We provide rapid emergency tarping to secure your home. Our team documents all damage with clear photos and works directly with your insurance claims adjuster to simplify the restoration process.

Preventative Roof Inspections & Maintenance

Routine maintenance prevents minor wear from turning into major structural decay. We offer comprehensive inspections to check for wind creasing, failing sealant, and proper attic ventilation. Catching small problems early extends the lifespan of your roof.

Low-Slope & Commercial Roofing Solutions in Saginaw County

Local businesses need reliable protection for their inventory and customers. We install and maintain low-slope and flat roofing systems for commercial storefronts, office buildings, and light industrial complexes in Carrollton. Our commercial roofing services utilize durable membranes that resist pooling water and handle extreme seasonal temperature swings.

High-Performance Roofing Materials Built for Michigan Weather

We install premium roofing materials specifically designed to handle the local climate.

Highly Durable Architectural Asphalt Shingles

How do Saginaw River humidity levels and climate patterns affect shingle health in Carrollton, MI? Carrollton is situated on the west bank of the Saginaw River, experiencing high ambient moisture, dense morning fog, and humid seasonal breezes. This damp microclimate promotes the growth of black algae (Gloeocapsa magma), which manifests as dark, unsightly stains on standard shingles. It also speeds up moss and lichen growth, which traps water and accelerates shingle decay.

We resolve this issue by installing algae resistant architectural shingles. These heavy duty shingles feature copper infused granules that actively prevent biological staining. They also carry a high wind resistance rating up to 130 miles per hour. We secure them using a certified six-nail pattern to withstand strong valley winds.

Modern Metal Roofing Systems (Standing Seam & Ribbed Panels)

Metal roofing systems provide long-lasting performance and durability for Carrollton homes. A metal roof features a smooth surface that allows heavy winter snow to slide off easily. This reduces structural weight on your rafters and prevents the pooling water that causes destructive ice dams. Standing seam metal panels use hidden fasteners to eliminate the risk of exposed screws rusting or leaking over time.

Flat Roof Membranes (TPO & EPDM)

For flat or low slope properties we install TPO and EPDM rubber membranes. These continuous heat welded systems create a watertight seal. They provide excellent UV resistance and expand naturally during rapid temperature changes without cracking.

Roofing Material Comparison Guide

Feature Architectural Asphalt Shingles Standing Seam Metal Roofing Flat Roof Membranes (TPO/EPDM)
Expected Lifespan 20 to 25 Years 50+ Years 15 to 25 Years
Wind Resistance Very High (up to 130 MPH) Exceptional High (fully adhered systems)
Snow Shedding Moderate (requires ice barrier) Excellent (naturally sheds snow) Low (requires active drainage)
Best Application Standard residential homes Homes, barns, and pole buildings Commercial and low slope structures

Navigating Building Permits & Zoning in Carrollton, MI

Complying with local building department regulations protects your safety and your property value. We handle the paperwork so you never have to worry about municipal red tape.

Carrollton Township Zoning and Building Permit Processes

Structural permitting and local building department compliance are managed directly by Building Inspector Dan Sika at the Carrollton Township Building Department on Mapleridge Road. We submit all structural permits electronically via Carrollton Township’s BS&A Online portal. This streamlines the scheduling of rough frame and final inspections with Dan Sika for building codes, Barri Woods for electrical requirements, and Scott Steinke for mechanical compliance.

Saginaw River Floodplain Mandates & Substantial Improvement Forms

Why does a home in the 100-year floodplain in Carrollton, MI require extra permit paperwork for a roof replacement? Under FEMA and Carrollton Township building safety guidelines, any home located inside the designated Saginaw River 100-Year Floodplain must complete a Substantial Improvement Calculation Form during permit submission. This process evaluates whether structural improvements exceed 50% of the building’s total market value, triggering mandatory flood protection upgrades.

We specialize in securing structural permit approvals requiring this exact floodplain documentation.

Michigan Building Code Rules: Ice Barriers and Proper Attic Ventilation

Heavy snow loads melting and refreezing on cold eaves cause frequent ice dams in Saginaw County. Michigan building codes require the installation of a self adhering ice and water barrier along all eaves and roof valleys. This prevents meltwater from backing up under your shingles.

We also evaluate your attic baffle vents to guarantee proper airflow between your soffit vents and ridge vents. A properly balanced attic ventilation system keeps your roof cold in the winter to stop ice dams before they form.

What Does a New Roof Cost in Carrollton, MI?

Homeowners deserve clear and honest pricing. We provide detailed estimates to ensure full transparency.

Estimated Cost Ranges by Roofing Material

A residential roof replacement generally costs between $7,500 and $30,000. Most standard asphalt shingle projects fall into the lower and middle portions of that range. Metal roofing systems represent a larger initial investment but offer a significantly longer lifespan.

Primary Factors That Determine Your Local Roofing Estimate

Several specific details impact the final price of your project.

Total Roof Area and Structural Pitch Complexity

Larger homes require more roofing materials and longer labor hours. A simple low slope ranch home takes less time to complete than a multi story house with steep pitches, dormers, and complex valleys.

Roof Decking (OSB) Inspection and Wood Rot Replacement

The condition of your underlying wood cannot be fully seen until the old shingles are removed. If we uncover rotted OSB or plywood sheets we must replace them. We discuss the cost of wood replacement with you upfront during the estimate process.

Local Safety Setup and Permitting Fees

Working on steep roofs requires specialized OSHA compliant fall protection systems. Your estimate also includes the mandatory building permit fees required by Carrollton Township.

Why Choose Energy Plus Home Improvements?

You need a local contractor who stands behind their work. We build roofs designed to protect your investment for decades.

Frequently Asked Questions About Carrollton Roofing Services

  1. Do I need a building permit to replace my roof in Carrollton, MI? Yes. Carrollton Township requires a structural Re-Roof Permit for all complete residential and commercial roof replacements. This ensures your installation complies with state building, wind, and local floodplain safety codes.

  1. Who issues and inspects roofing permits in Carrollton Township? Roofing permits are issued and inspected by Dan Sika, the local Building Inspector for the Carrollton Township Building Department, located at 1645 Mapleridge Road.

  1. What is the Substantial Improvement Calculation Form, and when is it required? If your Carrollton property lies within the Saginaw River 100-Year Floodplain, you must submit a Substantial Improvement Calculation Form with your permit application. This verifies whether the cost of your roofing project constitutes a “substantial improvement” under local safety ordinances.

  1. How much does a new roof replacement cost in Carrollton, Michigan? A residential roof replacement generally costs between $7,500 and $30,000, depending on the house’s footprint, roof slope, material selection, and any necessary decking repairs. We provide detailed, itemized estimates to ensure full transparency.

  1. Can you install a second layer of shingles over my current roof? While building codes permit a second layer of shingles under specific conditions, we strongly discourage layovers. Layovers trap heat, double the weight load on your rafters, prevent us from repairing structural deck rot, and often void shingle manufacturer warranties.

  1. How has Carrollton’s online permitting process changed? As of December 2025, residents and contractors can apply and pay for building, zoning, and structural permits entirely online through the township’s digital BS&A portal.

  1. How do you prevent ice dams from forming on Carrollton roofs? Ice dams are prevented by pairing a heavy-duty ice and water barrier along the eaves with a balanced attic ventilation system (ridge and soffit vents) to maintain a consistent roof temperature.

  1. Are your roofers fully licensed and insured? Yes, Energy Plus Home Improvements is a fully licensed residential builder in the State of Michigan and carries comprehensive liability and workers’ compensation insurance.

  1. Is metal roofing a good choice for Carrollton, MI winters? Yes. Metal roofing is an excellent choice for northern climates because its smooth surface allows heavy snow to slide off easily, reducing structural weight and preventing the pooling water that leads to ice dams.

  1. Do you offer financing for roofing projects? Yes, we provide several flexible financing plans and payment options to help make your home roof replacement more manageable.

Found myself in a situation where my handicap ramp was taken out by a tree during a wind storm 2 days after knee replacement. The crew from Energy Plus Home Improvements went way above and beyond and had it back in operation the day I called. I couldn't not be more appreciative and they definitely conducted themselves in a manner that reflects positively upon themselves, this company and our community as a whole.

I called Energy Plus when we had an unexpected roof leak due to heavy rains and winds. Within 48 hours of my first call, owner Chris had Tim come out to look at the vent boot we suspected was leaking. Tim went above and beyond, walked the entire length of the roof checking every vent, the chimney, elec box and even screws for potential issues. He could have just come out and replaced the boot and called it a day but he performed a thorough inspection of the ENTIRE thing. He provided us many photos and explained everything. We have an attic insulation job scheduled tomorrow with them and I already know to expect good things from Chris and his crew! Thank you for taking time to fit us in quicy before a small issue turned to a disaster!

Oh my goodness, they did such a wonderful job. I had the insulation done in the house and in the garage they installed a ceiling in the garage for the insulation. In such of a timely manner, they stayed in my budget. The porch is almost done, they just started it two days ago. Their guys were very polite and they cleaned up after themselves, which in this day and age is hard to believe. Thank you, Chris and juju.
